The program has an unwieldy cast of
435 characters. its plot is more slow-
moving than a soap opera's. its dia-
logue is usually improvised and often
incomprehensible. Its air time changes |
from day to day.
What kind of TV show is thís?
Live from Capitol Hill, its the United
States House of Representatives!
Starting March 19, every day's pro-
ceedings of the House—from opening
gavel to closing gavel—has been broad-
cast live via satellite to more than 400
cable-television systems reaching some
five million homes in all 50 states. That's
a potential audience of 15 million people.
The telecasts, produced by the House
itself, also are available to ABC, CBS,
NBC and PBS. But, aside from nearly
four hours of coverage by the Public
Broadcasting Service on opening day,
the networks have used only brief snips
of House debate on their regular news
shows, mostly to illustrate stories about
the coverage. itself.
"Nobody is using- it much, d Says -Phil
| Jones, who covers Congress for CBS
News. “The fact is, the House mem-
bers haven't done a damn thing this
session."
"They haven't gotten their act to-
gether,’ agrees a producer of Walter
Cronkite's CBS Evening News, but he
anticipates the networks might use more
excerpts from House debates when
more-exciting issues come up.
Even C-SPAN, the nonprofit coopera-
tive set up by the cable-TV industry
to transmit the House telecasts, con-
cedes in the promotional brochure it
sends cable operators, "Much of what
transpires in our national legislature is
less than exciting."
And yet, people out there are watch-
ing. So far, there are no ratings for
this experiment in turning parliamentary
democracy into a spectator sport. But
Brian Lamb of C-SPAN offers what he
calls “a mother-in-law, survey," an un-
scientific smattering-of favorable letters
and phone calls S irony ewers around

A man in Norfolk, Va., confined by a
handicap, wrote that he wouldn't care
if every TV program except the House
of Representatives were taken off the
air. “I like it better than the soap op-
eras," he said. A bedridden woman in
Florida wrote that she watches the House
coverage all day every day. And one
cable executive gushes, "It's live. It’s
different. Its drama. It’s real life."
For the privilege of seeing their mem-
bers of Congress in action, American
taxpayers were billed $1,600,000 for the
most up-to-date television equipment
and are paying $278,000 a year in sal-
aries to the 12 technicians hired away
from commercial TV stations to run it.
The darkened, cork-walled control
room is jammed in among enormous
gray steam pipes in a subbasement
of the Capitol. In a lower bay, three
camera operators sit facing a bank of
television monitors, one for each of the
six cameras mounted in the gallery
above the House floor. Each operator
maneuvers two cameras with remote-
control "joy sticks" on the console in
front of him. The intensity of the light-
ing in the House chamber was more
than doubled in order to produce sharp
pictures. The extra lights are beamed
at the Speaker's rostrum, at two micro-
phones on stands in the well of the
House and at the Democratic and Re-
publican leadership tables, the loca-
tions where Speaker Tip O'Neill has
ruled the cameras must be kept
focused.
At the main control board sit the
director and his video and audio as-
sistants. They face the six camera
monitors, plus a large monitor showing
which shot is going out over the air and
a standby monitor showing which shot
the director has selected next, and a
clock. The clock ticks toward starting
time. Some days it's noon. Other days
its 10 or 11 A.M., or 2 or 3 P.M. And
some days the House doesn't meet at
all. All of which makes it confusing
for faithful viewers.

Two minutes before the House con-
venes, another technician near the back
of the control room presses a button
on his console and a message begins
crawling across the on-the-air monitor,
giving the schedule of legislation to be
discussed each day for the rest of the
week. This technician also is respon-
sible for superimposing on the screen
the names of House members who
speak during the session. He has all
435 names in a computer and flashes
them on the screen by tapping out a
three-digit code on his keyboard. As
a camera picks up the white-haired,
portly Speaker entering the chamber
and climbing to his seat at the top of
the ornate, three-level wooden rostrum,
the technician taps “406° and the words '
"Speaker Thomas P. O'Neill Jr." appear
on the monitor.
After the chaplain offers the opening
prayer, a period is set aside each day
for House members to make one-min-
ute statements, usually on topics of
particular interest to their constituents.
These statements range from two Illi-
nois representatives reading eulogies to
"one of the pillars of the city of Chi-
cago" to Rep. Larry Winn Jr. of Kansas
calling for a better tornado-warning
system. Hep. John F. Seiberling of
Ohio uses his time to announce that
color films of Alaskan fish and wildlife
are available for viewing by members
trying to decide how to vote on a con-
servation bill, and Rep. Silvio O. Conte
of Massachusetts protests the jailing
of a newspaper editor in Argentina.
Rep. Tony Hall takes his one min-
ute on camera to commend the cable-
TV system in his home district in Ohio
for inaugurating coverage of the House
sessions. |t will, he says, create an
"informed electorate.”
lf, indeed, the electorate is to be
better informed, the civics lesson will
come after the daily period of one-
minute statements is over and the
members swing into debate on legisla-
tion. But even much of the substan- —

tive debate is—in the words of veteran
PBS anchorman Paul Duke—‘‘uninspir-
ing and dull.”
A lot of it goes like this:
“In the past we have provided $1.6
billion in .1977 for a countercyclical
program. In 1978 we provided $1.4
billion, vesting $3 billion in the pro-
gram. Because of the opposition in the
enacting committee, they have cut that
programmatic amount down to $250
million.”
There is no anchorman on the cable-
TV broadcasts to clarify the more ar-
cane developments. Both C-SPAN and
the House itself are working on book-
lets to explain complicated parliamen-
tary procedures to interested viewers.
But occasionally the cameras and
microphones pick up a flash of natural
humor or a well-phrased bit of oratory
that makes the dull parts tolerable.
For example, during a debate on the
billions of dollars authorized for the
Pentagon but not yet spent, Rep. Parren
J. Mitchell of Maryland was asked
whether he did not similarly put aside
money for his children's education.
Mitchell replied, to the laughter of his
colleagues, that he is a bachelor "and
if he had children, he would not ‘own
up' to them at this point."
! Another time, Rep. Stephen J. Solarz
of New York squelched his opponents
with a lofty quotation from the philoso-
pher Hegel: “If theory and fact dis-
agree, so much the worse for facts."
During the high moments and low
moments of House debate, the viewer
is not likely to see more than a close-up
shot of the person speaking. This rankles
ihe networks. Throughout the years of
discussion about opening the House
to television, the networks demanded
that they be allowed to run ihe cam-
eras and control board through a poo!
arrangement. The networks insisted on
the freedom to show empty chairs and
sleeping members. To avoid such cov-
erage, the House voted. 235 to 150 to
retain control of the TV pickup. Speaker

O'Neill ordered his TV crews to keep
their cameras tightly focused on the
speakers.
One disgruntled broadcast executive
likens ihe limited coverage to trying
to follow a basketball game when the
cameras are pointed only at ihe two
backboards.
Roger Mudd of CBS complains that
House members "might as well be in
a studio" since almost nothing of what
is going on in the chamber is shown.
Mudd once did a story for the evening
news in which. he intercut close-up
shots of members speaking with artist

beyond camera range.
But lately the control-room director
has allowed a few medium shots and
even an occasional wide shot, showing
vast ranks of empty seats and members
who are not strictly paying attention to
-the business before the House.
Joan Teague, a soft-spoken North
Carolinian who oversees the House TV
system, explains: "We're going slowly
with wider shots of the floor. But if we
upset enough members, they'll say 'no
TV.' We hope to gradually loosen up.”
Miss Teague also is trying to work
out a compromise to meet the networks’
objections to the blackout decreed by
Speaker O'Neill while members are cast-
ing their votes. The cameras are capped
during the 15-minute voting period and
during the revealing moments imme-
diately afterward when members are
allowed to switch their votes, often in
response to arm-twisting by lobbyists
or party leaders. A blue-and-white
scoreboard of the vote count fills the
screen, concealing these gamier scenes
of old-fashioned politics.
One unanticipated benefit of House
coverage is that members and their
staffs are keeping up with what's hap- Я

members say this enables them to
make more informed decisions on is-
sues instead of relying on a furtive
signal from a party leader when they
rush onto the floor to vote. 2
Opponents of opening the House to
TV argued that members would turn
into clowns, hams or demagogues in
front of the cameras. Other critics wor-
ried that members would buy video
tapes of themselves and ship them 1o
news directors back home, placing po-
litical challengers at a disadvantage.
Neither of these fears has come true.
The number of video tapes ordered from
the House TV system has averaged
barely one a week. For one thing, the
tapes are expensive: $104 for a 30-
minute cassette. For another, House
rules forbid members to use the tapes
for political purposes.
And there is no sign that television
coverage has turned representatives into
camera hogs. A statistical analysis of
House records by Don Wolfensberger,
the TV expert on the staff of the House
Rules Committee, backs up this im-
pression. Wolfensberger found that less
time is being spent on floor debate this
year than in 1977, before television.
Sure, more members seem to show up
these days in well-tailored three-piece
suits, blue shirts and conservative ties.
Sure, a Washington public-relations firm
is offering classes to teach representa-
tives how to look good on TV at a cost
of $5000 for 12 private lessons, $3500
for group lessons. (So far, there have
been no takers.)
One House staffer suggests, "The
last thing these guys want to do is
make fools of themselves on TV." .
And, by and large, they haven't. In
fact, a favorable image of the House
emerges from watching the TV coverage
for days on end—despite the dull
passages, the convoluted parliamentary
maneuvering, the frustration of not be-
ing able to see beyond the tight shots.
When the House first went on the
air, Rep. Charlie Rose of North Carolina,

who ran the special committee that set
up the TV coverage, forecast ''| be-
lieve the American people are going
to be impressed with the ability that
we have in Congress to debate the
complex issues that face this country."
Rose's prediction seems likely to
prove accurate. On television, House
members come across as hard-working
men and women seriously wrestling
with horrendously complicated matters
of state.
The last time members of the House
were shown extensively on television
was during the Judiciary Committee's
impeachment hearings in 1974. A Gal-
lup Poll at the time showed that public
confidence in Congress increased
sharply during that period, largely as
the result of the television coverage.
The daily telecasts of the House of
Representatives almost certainly will
have a similar impact in improving the
public's attitude toward its representa-
tives.
in fact, Jerry Lipson, press aide to
House Republican Leader John Rhodes,
believes that regular TV coverage may
strengthen the House as an institution
of Government. Television, he thinks,
will move the House out of the shadow
of the better-publicized executive branch
and the Senete.
The first resolution calling for broad-
cast coverage of Congress was intro-
duced: in 1922. More than 50 years
passed before the House agreed to
permit TV broadcasts of its sessions.
But can the Senate be far behind in
broadcasting its own. sessions? It al-
ready has relented slightly by allowing
live radio coverage of the Panama
Canal Treaty debate and is considering
allowing television coverage of the
SALT И debate. .
One Capitol Hill cynic—or, perhaps,
she's a realist—suggests that when
enough senators grow jealous of all
the free air time House members are
getting, the Senate will turn up the |
lights and invite the cameras in, too. @9

Eileen isn’t the only soap- opera vil-

volved in her character. Margaret Ma-
son was in a supermarket near her home

of Our Lives—had observed that glare
before. She smiled, hoping for the best.
The woman, standing near the dairy
products, reached down, fetched out a
carton of milk and poured it all over
Maggie's blonde head. Wheeling about,
she left a stunned and soggy. Maggie. |
"Fortunately, the store manager's
wife watches the show," Maggie says.
"So he knows me. He came up with
a towel, mopped me up and apolo-
gized." More frightening was her
experience on the Ventura
Freeway one morning as she
was on her way to work. "А
ty woman tried to force me off
pe the road," she says. “She
was trying to shove her car
into mine. | just sped off."
Maggie-—in real life, а gen-

ing during the day see these charac-
ters in their own living rooms, Monday
through Friday, while doing the iron-
ing, dusting the coffee table or baking
strudel. No wonder reality blurs and
Lisa and Linda become as real as the
neighbor everyone knows is cheating
on her husband.

Of course, there wouldn't be half so |
much fun to the soaps without the
machinations of the clever, devious,
manipulative, seductive, egocentric, ev-
erlastingly bad women like Lisa, Linda
and Erica. Nothing exciting would ever
happen in soapland sans these ladies,
all so smoothly skilled in making trou-
ble, setting teeth on edge and planning
ever more deliciously depraved acts.
After all, Medea, Becky Sharp and
Scarlett O’Hara are far more interesting
than the goody-gumdrop, tremulous-
lower-lip types June Allyson was always
portraying.
Among the people behind
the soap scenes—the writers
and producers—there is a
consensus that without the
ladies-you-love-to-hate (a
network euphemism), the
average plot would be
dull. However, the ladies
can't be all bad or they
would be "parody or
comedy," says John
Conboy, executive pro-
ducer of The Young
and the Restless.

in a daytime series—rather than. with
ihe archetypal suffering ingenue—is
easily explainable, says former Days
of Our Lives writer Ann Marcus. “Its
seeing someone act out their hos-
tilities and aggressions.
are most likely people who have to
control those feelings." But that's only
| one side of the manic pleasure for the
audience; the other is the natural de-
sire on the part of those brought up
in the Puritan ethic to see the wicked
punished for their transgressions.
The virago-temptress in daytime pro-
gramming must be possessed of at
least one specific qualification. Plain
girls, or merely attractive women, or
even cute ones simply aren’t in com-
petition. Jacqueline Smith, vice presi-
dent of daytime programming at ABC,
says definitively: “А bitch-goddess in
the soaps has to have physical beauty.
This kind of woman can get away with
all the things you and | couldn't be-
cause pretty is still what it's all about."
Pause. “Oh dear, Betty Friedan will die.”
In contrast to their hyperbolic lives
on the soaps, most of the actresses
playing these roles are hearthside types
—triendly, loyal and true. Susan Lucci
claims that the life Erica leads would be
impossible for her: "Look at her—only.

main, in General Hospital, goes home
every night feeling just wonderful. She
thinks it's the heroines who go home.
at night feeling awful. "All those mis-
carriages, broken marriages, unhappy
love affairs must put a damper on their
real lives," she says. Having scoured
herself of whatever mean spirits she
might be harboring during the working
day, Tracy goes home tranquil as a
tabby.
Assuredly, the villainous women in
TV soaps have an effect on the lives
of people watching them. About two
years ago, Eileen Fulton made a per-
sonal appearance in Texas. “There
must have been 10,000 people," she
says. She was surrounded by her usual
cordon of protective cops. A woman,
calling out “1 have to see her, | have to
see her," wrestled her way through the
crowd. People made way for her. The
reason was obvious: she was enor-
mously pregnant. When she gained
Eileen's side, she said: "I'm in labor,
but | have to have your autograph.
Quick. My husband is taking me to the
hospital right now." Eileen signed away
as rapidly as she could. “The woman
had another child in her arms, too,"
Eileen recalls. “1 handed her the auto-
graph and she said to me, ‘I'd call
my new child Lisa after you, but |
already called this one Lisa'" Then
off she went to the hospital.
Rock stars, movie actors, renowned
athletes: and popular Presidents often
have children named for them, of
course. No doubt 10 years’ time will
see a plethora of little boys standing up
in class and answering to the name
of John Travolta Whoever. Or Muham-
mad Ali Something. Or Jimmy Carter
You All. But naming a child after a
soap villainess? All those tiny Lisas,
Ericas, Lindas, Megs, Tracys and
Bobbys are obviously destined to grow
up to be bad girls everyone will love

For early birds this summer,
there's an ambitious course on
the mysteries of Asia

The little-known cultures of the Orient
are now being demystified for Amer-
ican television viewers—at 6:30 (ET) in
the morning. For that is when CBS has
been presenting its thrice-weekly “Asia:
Half the Human Race" on Summer
Semester, a warm-weather version of
the long-running Sunrise Semester.
The 30-part series of half-hour lec-
tures and interviews, which concludes
July 20, was prepared by The Asia
Society, an educational organization;

together with New Jersey’s Bergen
Community College, which is granting
academic credit; and WCBS-TV, where
it is produced. “This is the largest
series on Asia ever done on American
television," says Robert B. Oxnam, pro-
gram director of the China Council of
The Asia Society, who conceived the
idea for the program and is its host.
Asia is a big subject, and viewers
will need all their concentration to make
sense out of a part of the world that
befuddies even the experts. "Asia is in
many ways a secret place," says Rob-
ert M. Shaplen, Southeast Asian cor-
respondent for The New Yorker maga-
zine and one of the show's experts. “Н
takes you five to 10 years to understand
what Asia's all about, so you can re-
late parts of it to each other. What's
going on there is incomprehensible not
only to the viewers but to the people
who talk about it. Look at the Indochina
conflicts. You can get 20 different points
of view from 20 different experts. And
we have to explain it in a half hour,
dealing with countries that are so far
away that the average viewer can't place
most of them on a map."
For more than 20 years, Sunrise Se-
mester and its more recent offshoot,
Summer Semester, have been present-
ing similar kinds of intellectual chal-
lenges. Because the shows are not
sponsored, there are no Nielsen rat-
ings, but informal surveys by CBS es-
timate that more than a million people
watch it every morning on more than
90 stations.
To keep the attention of that many
people, producer-director Roy Allen
must turn scholars into performers. “I
tell them, forget you're on television.
Stand there and talk to one person.
lf you make a mistake, don't panic.
With three minutes left in one taping,
one lecturer stopped talking, looked at
the camera and said, 'That's all. I’m
done.’ She was so nervous, she didn't
interpret the time cues right."
The experts on the Asia series in-
clude professors, businessmen, former
ambassadors and journalists, including
Shaplen and Theodore H. White. "They
all have an engaging brilliance about
them. We know how dull television can
be if you pick the wrong players," says
Oxnam. "Getting them was easy," he
explains. "We know them, they know
us. They're eager to stimulate interest
in Asia."
The series has been divided into
broad areas: an introduction to Asia,
and segments on the major countries
and geographical regions, concluding
with prospects for the future. Through-
out, several major themes will appear.

themes are our stake in postwar Asia,
which is not necessari a military
stake; the diversity of Asia; its economic
growth; and the interaction of traditions
and contemporary life.”
Many of the insights produced by
the series come in interviews con-
ducted by Oxnam with guest experts.
Most of the shows, in fact, use this
discussion format. For the sake of
spontaneity, these sessions are not re-
hearsed, though the participants do
share their ideas with each other before
going in front of the cameras.
But experts commenting on abstruse
topics can easily become the deadly
talking heads feared by producers of
television news. To liven things up a
bit, the series uses maps, photographs
of current events, works of art, scenes
from contemporary life and even video
tapes of dance performances. But only
io a point.
"|t is our assumption that it requires
a certain degree of commitment to
watch this show in the first place,"
Oxnam says. "When you deal with top-
flight minds and stimulating discussion,
that's the excitement. You don't have
to rely on visuals."
The Asia series is so far removed
from show business, in fact, that it
appears to be better suited for prime
time on public television than for the
dawn's early light on CBS. "If we had
two or three million dollars to under-
take a Civilisation—East, and if PBS
were to be the place for it, we could
do something outstanding on Asia that
would have an impact for a decade,"
declares Oxnam. “But we don't have
the money or the two or three years
we'd need to make it work. That's the
next step. This series will let people
see what can be done in the future. In
a sense, it is a high-quality introduction
to what the eventual show might

Los Angeles—The member stations of
the Public Broadcasting Service have
approved a reorganization plan that
should lead to a wider selection of pro-
grams for public television. At their an-
nual meeting here, the stations voted
in favor of dividing PBS into three pro-
gramming "networks." By using a
satellite, the three services can trans-
mit programs simultaneously. Each
PBS station can then decide which of
the programs it will put on the air.
One of the networks will carry pro-
grams of national interest, the enter-
tainment and cultural offerings that
appeal to a broad audience. The
second service will offer material of
more limited interest (including the
works of independent producers), or
of interest to a particular region of the
country. The third network will carry
educational programming.
The plan is largely the creation of
Hartford Gunn, vice chairman of PBS.
"The more we do to reach for general
audiences, the less we are able to ad-
dress the needs of specific audiences.
And often we shut out general audi-
ences," says Gunn. “This plan takes
advantage of the satellite capability to
give viewers more diversity.”
Programmers at the three major net-
works are eyeing each other warily,
wondering which one will be the first
to announce a major prime-time attrac-
tion for the last week before the new
season Officially opens. It is known
that NBC is giving serious considera-
tion to scheduling Holocaust, the suc-
cessful 9 1/2 hour miniseries dramatiz-
ing the destruction of Europe's Jews |
by the Nazis, for that period. The other

networks, which had apparently been
hoping to avoid pre-season program-
ming pyrotechnics, will now have to
think about programming against
Holocaust.
NBC's proposed ploy is similar to the
strategy used by ABC two years ago
when it jumped the gun by scheduling
Washington: Behind Closed Doors, a
Watergate drama, for six consecutive
nights during the final pre-season
week. Fred Silverman, now president
of NBC, was running ABC at the time.
Washington got solid ratings and was
an effective promotional vehicle for
the network’s new schedule. And ABC
repeated the strategy by rerunning
Roots just before the '78- 79 season
began.
This year ABC had not planned to
program a big miniseries in the pre-
season period. “Ме don't want to fall
into a predictable pattern," said Sy
Amlen, an ABC programming vice
president. CBS also hoped to stay
away from using up expensive, promo-
table shows that it would need later in -
the season. CBS programmer Bud
Grant said, "There's an attitude here
that there's been enough schedule
churning.” But now that NBC is on the
verge of running Holocaust, ABC and
CBS may have to change their plans.
Two months before the new season's
shows make their debuts, the networks
are ordering their replacements. In-
tense competition in the past few years
has led programmers to commission a

[|] It was a tragic and unwelcome
television first. On the nightly news
shows one late spring evening, mil-
lions of Americans saw ABC-TV corre-
spondent Bill Stewart shot and killed
by a Nicaraguan national guardsman.
Stewart's crew, in a van plainly
marked ТУ and periodistas [journal-
ists], taped as the correspondent, his
press card in hand, first was forced to
his knees by a guardsman brandishing
a rifle. He motioned for Stewart to lie
flat on his stomach, and he did. The
guardsman walked up to him and
kicked him, once, then stepped back.
Finally, the guardsman walked up to
Stewart, aimed the rifle at his head and
fired. As Stewart's body jumped at the
bullet's impact, the camera wheeled
upward and blacked out. (Stewart's
translator also was killed.) :

married Olympians, one American, the
guan government's growing hostility
toward foreign journalists, whom they
apparently see as allies of the insur-
gent forces. Whatever the reasons, we
Saw, as we watched the almost leisure-
ly slaying on TV, not oniy a personal
tragedy, but also an appalling example
of the dark side of television's hold
over us.
It was not just its power, much com-
mented on during the Vietnam years,
to "bring war into our living rooms." It
was not merely that Stewart's crew was
able to show millions all over the world
how he died. Rather, what was most
striking was television's power tó
arouse murderous passions by its very
presence. In crowds, on battlefields,
wherever there is confrontation, televi-

ABC has ordered Stone, a drama
with Dennis Weaver as “а police officer
turned superstar writer" who is resent-
ed by his colleagues. Its comedies in-

SATURDAY. Growing old gracefully is
the subject of Prime Time, a four-part
series that bows tonight (6 PBS). Don
McNeill, familiar to many as the host of
ABC Radio’s “Breakfast Club" for 35
years, narrates the shows, which fea-
ture conversations with elderly people
who exemplify positive approaches to
aging . . The new weekly concert
series Summerfest '79 (9 PBS; live to
some areas) opens with four pianists
who span the history—and bridge the
styles—of 20th-century jazz. Eubie
Blake, Marian McPartland, George
Shearing and Teddy Wilson perform at
Wolf Trap Park in Vienna, Va.
SUNDAY. 60 Minutes (7 CBS) reruns a
candid and at times heart-wrenching
profile of writer Josh Greenfeld, his
wife Foumi and their 12-year-old autis-
tic son, Noah. Despite years of therapy,
Noah (the subject of two of Green-
feld's books) remains severely handi-
capped. And his autism has taken an
emotional toll on his parents, who dis-
cuss the frustration, anguish and an-
ger they feel toward their uncom-
prehending son Flutist James
Galway's graceful renditions of works,
ranging from Debussy’s "Clair de
Lune" to John Denver's ‘‘Annie’s
Song," light up the 10th-season open-
er of Evening at Pops (8 PBS). What
emerges is the personal charm of Gal-
мау, who at one point indulges in a bit
of trish whimsy by playing a folk dance
on a penny whistle. -
TUESDAY. Great Performances reruns
"The Norman Conquests," Alan Ayck-
bourn's comic trilogy about the joys
and woes of marriage. Beginning to-
night (9 PBS) and continuing Wednes-
day and Thursday (in most areas), the
plays describe the same English coun-
try weekend—from three different
points of view. Common to all three,
though, is the superb performance of
Tom Conti (a recent Tony winner for
"Whose Life Is It Anyway?") as Nor-
man, a blithe—and lustful—librarian
who is trying to seduce his sister-in-
law. . . SALT Il, said President Carter
in a June 18 address to a joint session
of Congress, ‘will undoubtedly
become the most exhaustively dis-
cussed and debated treaty for our
time—perhaps for all time." While NBC
and CBS have already given air time to
SALT Ils opponents, an NBC News
Special telecast tonight (9:30; live to
most areas) marks one of the first face-
to-face confrontations between those
for and against the pact. The debate,
which pits two rival teams of experts,
originates from the Eisenhower Thea-
ter of Washington, D.C.'s, John F. Ken-
nedy Center for the Performing Arts.
THURSDAY. That Horowitz. among
hares, Bugs Bunny, and the Arthur
Rubinstein of the eider set, Daffy Duck,
are at the pianos for a reprise of Carni-
val of the Animals (8 CBS), a delightful
interpretation of Saint-Saens' whimsi-
cal “zoological fantasy" that combines
cartoon sequences and live action with
poetry by Ogden Nash.

Whether it was intended by Richard Valeria-
ni in his report about Kissinger's and
Vance's attitudes toward the press or not
[The World According to ‘Henry К’ and 'Су-
rus the Gray'," June 9], what сате across to
me was that the author preferred Mr. Kiss-
inger's superficial camaraderie with the
press, and his humor, to Secretary Vance's
full concentration on ‘his overwhelmingly
complex job. |, for one, felt far more confi-
dent with a Secretary of State who is at-

through these erratic and turbulent times in

include at least one intelligently portrayed

Omar Sharif and Liza Minnelli and Lee

Howard—and still find that it’s not
much of a network-movie week.
The Tamarind Seed is a movie-mov-
ie, plain and pure, the kind of romantic
adventure we used to get when Irene
Dunne and Bette Davis clashed ac-
cents and melted hearts respectively,
and respectably, with Charles Boyer
and Paul Henreid. It was a time when
lovers could be 30-plus and gorgeous,
talk in the moonlight instead of in the
sack, dance cheek-to-cheek and even
say, so help me, “They're playing our
song." In this Blake Edwards movie it's
Julie Andrews and Omar Sharif who
meet in a posh Barbados resort where
she's recovering from a blighted ro-
mance and he from overwork. An-
drews, a widow, is a confidential assis-
tant in London's Home Office; Sharif,
with a highly placed wife in Moscow, is
the second-in-command of the Rus-
sian secret police, disguised as the
military attaché at the Soviet Embassy
in Paris. Get the picture? You will, by
wallowing in its class, which is pro-
vided by the stars and such fine sup-
porting players as Anthony Quayle, Os-
car Homolka, Daniel O'Herlihy and
Sylvia Syms. And would you
believe—''our" song is titled "Play It
Again.”
Scarcely one of our more subtle
moviemakers, Otto Preminger sustains
his unblemished record for debasing

er the tenderness and affection behind
the barriers they have erected to pro-
tect themselves from others. The hide-
ously disfigured crippled woman, the
young man with a fatal neurological
disease and the homosexual paraple-
gic who found a life together outside
an institution have been prettied up by
Preminger via Minnelli, Howard and
Robert Moore. The result is an undis-
tinguished soapy story that glosses
over all the harsh unpleasantries and
slushes us with sentimentality to the
point past compassion. James Coco,
as a friendly fish dealer, is the most ap-
pealing person on hand.
The big refreshment among pre-
mieres comes by way of Esther Wil-
liams and 1952's Million Dollar Mer-
maid, the CBS Tuesday late movie, a
big splashy spectacular loosely. based
on the life of Annette Kellerman,
proponent, in 1912, of the one-piece
swim suit. All sorts of swimming in and
out of Busby Berkeley productions,
ballets under and over water are glued
together by a silly show-biz story in-
volving Victor Mature, a kangaroo, Da-
vid Brian and even Rin-Tin-Tin, but the
star—and her material—are remarka-
bly well-suited for your entertainment. -

John F. Kennedy Center for the Performing Arts
in Washington, D.C.
As outlined by producer Joseph Angotti, the
debate by two three-member teams will focus on
three major issues: the strategic-arms balance
between the U.S. and the USSR, verification of
Soviet compliance and the effects of the treaty—
or its rejection by the Senate—on relations.

At press time, the only announced debaters
were the team captains . . . Opposed to the
treaty: Sen. Jake Garn (R-Utah), who has called
it "flawed and detrimental to the U.S." Senator
Garn believes the pact "has to be amended
severely." These changes could lead to a reo-
pening of SALT |! negotiations or, as Soviet
leader Leonid Brezhnev warned in Vienna,
cause the agreement to "collapse." Supporting
the treaty is Sen. John Culver (D-lowa), who
calls it an "equitable and verifiable agreement
that imposes equal [arms] limits on both sides.”
